 Chapter 1: How to Use this Manual
This Section provides a overview of the document and its intent to provide tools for advocates to document safety concerns and use this information to generate projects which get implemented.

 Chapter 2: Bicyling and Pedestrian Engineering Design
      Vocabulary and Related Design Principles

This section clarifies the different types of roadway design treatments and terms necessary to interact with transportation professionals, programs and projects.

 Chapter 3: Maintenance Issues
Facilitators should make clear the fundamental relationship between good highway maintenance and traffic safety for walking and bicycling. Understanding this connection will encourage both advocates and highway agencies to work together.

 Chapter 4: Traffic Calming
Introduces new concepts in balancing the needs of all modes of transportation, with priority to walking and bicycling. This chapter shows examples of how new and existing roadways can be re-designed for the benefit of pedestrians, bicyclists and motorists.

 Chapter 5: New York State Agencies
Provides an overview of New York State agencies, funding opportunities and programs. Informing participants of these resources provides important value and connections for sustaining local efforts.

 Chapter 6: Communicating Between Advocates and
      Transportation Professionals

This is the key word in the NYBC Manual. Discusses how transportation professionals and advocates share common interests in safety, health and quality of life. Ensure that both groups are comfortable using the manual as a way of communicating their common interests.

 Chapter 7: Gathering Data and Reporting
Traffic safety projects depend on data for decision makers to include bicycling and pedestrian facilities in the local transportation improvement program. Have participants fill out a 'Citizen's Site Portrait' from this section and discuss possible improvements for a local intersection or street.

 Chapter 8: Case Studies
Discuss the case studies with participants to highlight the different types of facilities and improvements which are possible. Have 'experts' in the audience offer their best practices and suggestions for both bicyclists and pedestrians, and have all participants keep these ideas in mind as the following sections are presented.
